c21associates is led by 2 senior partners whose combined experience covers long-term involvement with Customs and trade in over 140 countries as well as employment within major international organisations such as the World Customs Organization, European Union, World Bank, United Nation, World Trade Organisation and International Monetary Fund.

c21associates has a network of over 100 multi-lingual, highly skilled experts and associates who are able to deliver in the most complex international environments, across the full range of border management knowledge, skills and experience. All experts are WCO accredited (or equivalent) as diagnostic and development experts.

Teams of experts are constructed in such a way as to achieve the specific needs of the client and deployment of experts and teams is matched transparently to the requirement to avoid time-wasting and hidden costs.

FRANCK LECOINDRE
A French national, Franck is a WCO and SAFE accredited expert in Capacity Building and Non-Intrusive Inspection systems deployment. He is a specialist in strategic planning, needs analysis and programme definition as well as procurement, operation and maintenance organisation. He has held senior positions in the scanner industry for over 15 years and has, since 2004, assisted more than 50 countries with their border management improvements and technology acquisition. Employed by the World Customs Organization (WCO), he was responsible for the production of the organisation’s Non Intrusive Inspection policy and guidelines. Having graduated in International Trade, his professional experience provides him with the technological background and the Customs knowledge to provide a comprehensive assistance to Customs administrations.

JACQUELINE PENFOLD
A British national, Jacqueline served in UK Customs for over 18 years, initially in the technical area and subsequently delivering and managing national and international enforcement training.

Since becoming a consultant in 1997 she has been working mainly in Sub-Saharan Africa on Customs modernisation programmes which has included setting up Customs training schools in Moçambique and Angola. Jacqueline was the Customs Capacity Building Advisor to the Southern African Development Community (SADC) Secretariat based in Gaborone, Botswana, for 4 years, where she facilitated the development of a capacity building/training network across the 15 SADC Member States. Since working in Botswana she has carried out short-term assignments providing consultancy on capacity building and training issues for various revenue and Customs authorities, the IMF and projects funded by the World Bank.
